A delivered campaign still needs an audience definition
The report says the campaign delivered two million impressions. Someone divides by average frequency and announces how many people saw the advertisement. Reach and frequency describe audience delivery under a measurement method, but that method and population must be clear. An impression can mean different things across media. A device identifier is not automatically a unique person, and an opportunity to encounter an ad is not proof of attention. Use delivery metrics to understand distribution, then add separate evidence about comprehension and business effect. That keeps an efficient media schedule from being mistaken for an effective campaign. For a wider view of the options, explore our marketing frameworks and measurement guide.
Reach counts the defined audience once
Reach is the number or proportion of distinct audience members meeting a defined exposure criterion during a stated period. Media Rating Council guidance addresses audience measurement and the need for disclosed methods. 1 Ask whether the measure represents people, households or devices and whether it is observed, estimated or modelled. Specify the target population. A total reach figure may hide weak reach among the category buyers the campaign needs. For multiple publishers or platforms, deduplication matters: the same person can appear in several systems. Gross platform totals should not be labelled distinct campaign reach without a justified combined method. TV advertising effectiveness is explained in a separate guide.
Frequency describes repeated delivery
Average frequency is impressions divided by reached audience when the measures use a compatible scope and exposure definition. It describes an average, not what every person received. A campaign averaging four contacts can contain many people with one and a smaller group with numerous contacts. Ask for a distribution when available. If the objective is broad category reach, repeated delivery to a narrow audience may be inefficient even when the average looks acceptable. There is no universal frequency number that proves effectiveness for every format, buying situation and creative. Treat the repetition plan as a hypothesis that needs relevant evidence.
CPM measures a price for a named unit

CPM equals the stated media cost divided by the defined impression count, multiplied by 1,000. Keep production and other fees separate or explicitly include them in a total-cost version. Comparing CPMs across media requires care because qualification criteria differ. A low-price served impression and a qualified viewable impression are not interchangeable units. Reach and frequency also depend on the time window: extending a campaign can change both audience size and repetition. Put the denominator and period next to the cost metric so the buyer understands what the price actually represents.
Understand the audience you bought
Bring your audience report, impression definition and campaign window. We can discuss coverage, repetition and the price of the audience unit and shape a brief that connects the creative task with the evidence your team needs. The scope, costs and required specialist support will be agreed before execution.
GRPs are gross rather than unique audience
Gross rating points can be expressed as percentage reach multiplied by average frequency when definitions align. They represent accumulated exposure weight, not the percentage of different people reached. A campaign can exceed 100 GRPs without reaching everyone. For television or other audience-based planning, report the demographic and universe used. BARC India describes the validation, weighting and projection behind its television audience estimates. 2 Do not treat a rating point as a directly observed customer action. Delivery planning and campaign effect research remain related but separate tasks. For the wider picture, see our guide to brand lift measurement.
Use delivery to diagnose the plan

Review delivery by geography, audience and week. Check whether frequency concentration increased while incremental reach slowed. Inspect measurement gaps, invalid activity handling and any difference between booked and delivered placements. Then connect those findings to the campaign objective. A recall issue might come from poor recognition rather than insufficient repetition. A response problem might sit in the offer or destination. Quiamo can help shape a media and creative brief that names those hypotheses clearly. The resulting scorecard should show delivery, communication response and commercial outcomes in separate views rather than blending all three into one score. If that is your next question, read our guide to outdoor advertising measurement.
Ask for the methodology behind the attractive total
Require source information, the measured universe and the exposure criteria in the buying proposal. For a combined media plan, ask how overlap is estimated and what cannot be deduplicated. Mobile, connected television and household viewing can complicate identity. If the vendor cannot support person-level reach, label the available unit honestly. Record whether the reported number is actual delivery, a forecast or a modelled estimate. When figures are revised, preserve the revision date and explain material differences. These questions protect the planning conversation from comparing incompatible metrics merely because every table uses the word impression.
Put the measurement plan into practice
Ask the buying team for a distribution view alongside the campaign average. Show the proportion reached once and, where defensible, the audience receiving heavier repetition. This can reveal concentration that an average conceals. Keep target-audience reach distinct from total population reach, and identify whether the demographic profile is observed or inferred. If the vendor provides only forecast delivery, use the forecast for planning and replace it with the appropriate delivered report after launch. Do not quietly compare one channel’s forecast with another’s completed delivery. The review becomes clearer when audience units and reporting status remain visible from the media proposal through the final evaluation. If the audience universe changes during reporting, explain the revision. A higher percentage reach can reflect a smaller denominator rather than additional people receiving the campaign.
Before the campaign goes live
Use this checklist to organise evidence about coverage, repetition and the price of the audience unit. Assign owners to the tasks and keep the supporting evidence with the campaign record.
- State audience unit, universe and campaign window.
- Separate forecast from delivered and modelled audience numbers.
- Request frequency distributions where available.
- Name impression qualification and cost scope beside CPM.
- Document overlap treatment in combined reach estimates.
- Keep delivery evidence separate from brand and commercial effect.
Questions people ask
Does high frequency mean wasted spend?
Not automatically. Repetition can serve different objectives, but the distribution and response should justify it. Check whether additional contacts are replacing useful new reach.
Can we add reach from different platforms?
Only when a defensible deduplication method exists. Otherwise report platform reach separately or a clearly labelled gross total, not distinct people.
Is the cheapest CPM the best buy?
Only if the audience, exposure quality and objective fit. A cheap unit that does not reach relevant buyers or support the communication task can be poor value.

Bring the measurement question into the brief
Delivery metrics tell the team how the schedule distributed its advertising opportunities. Reach and frequency belong beside a clear audience definition, while CPM needs a named cost and impression basis. They still need separate evidence about recognition, response and commercial effect. Quiamo can help connect the media plan with those communication questions. Bring the audience report and campaign objective so the review can distinguish useful coverage from concentrated repetition and identify whether the next change belongs in the schedule or the creative.
